Admission of foreign citizens to Russian universities for bachelor's degree is possible for paid places and on a budget. As part of the general competition, citizens of Belarus, Kazakhstan, Kyrgyzstan and Tajikistan living abroad are allowed to apply for free places. Citizens of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan, Georgia and Ukraine who have a residence permit in the territory of the Russian Federation are also admitted to Russian universities on a general basis. Compatriots who permanently live abroad also enjoy equal rights with Russians when applying to universities.

After successful completion of the entrance tests, an order for enrollment in the 1st year is issued. The training mostly starts on September 1st.
