What is a residence permit?
A residence permit (residence permit) is a document that is issued to foreigners and allows them to legally reside in Russia on a permanent basis.
At the same time, the holder of the residence permit remains a citizen of his country. Every year, he must notify the Ministry of Internal Affairs of his residence in Russia. If this and some other conditions are violated, the residence permit may be revoked.
A residence permit is the second stage of obtaining Russian citizenship after obtaining a temporary residence permit. On a general basis, a foreigner first receives an RVP, then a residence permit. After 5 years of living in Russia, you can apply for citizenship with a residence permit.
What rights and obligations does a residence permit give?
A residence permit (residence permit) gives its holder certain rights and obligations. This is not a complete set, as for Russian citizens. For example, with a residence permit, you cannot serve in the army, enlist in the civil service, or vote in federal elections.

How to get a residence permit
Prepare medical documents
Take a medical examination at an authorized medical organization. You can find out a list of them at the Department of the Ministry of Internal Affairs.
Medical documents are valid for 12 months
Confirm your proficiency in Russian, if necessary.
Apply for a residence permit (residence permit) at the State Services or personally at the department of the Ministry of Internal Affairs
Pay the state fee
When the application is accepted, you will be able to pay the state fee in your personal account — 6,000 ₽. It can also be paid at any bank by receipt.
  • Visit the Ministry of Internal Affairs
  • The Interior Ministry staff checks the document data with the application, if necessary, they will take your fingerprints and inform you when the residence permit is ready.
  • You must pay the state fee and visit the department of the Ministry of Internal Affairs within 15 calendar days after the invitation to the reception, otherwise they will refuse to issue a residence permit.
Get a residence permit
Take an identity document and its notarized translation for an appointment.
Register at your place of residence
Please register at your place of residence within 7 business days after receiving your residence permit. If you do not meet the deadline, you can be brought to administrative responsibility, fined or banned from entering Russia.
